It is believed that some objectors to sanctions under Defence (Entry Restriction) Regulations may refuse to submit to cholera inoculation or vaccination without which shipping companies refuse to issue tickets.

Certain of these máy have to be sent to Manila and since alternative is forcible incculation I should be grateful if you would invite the co-operation of the Philippine Government in agreeing to either of the following courses of action:- (a) to cancel Order declaring Hong Kong an infected port forth- with in view of the fact that from 1st January to 22nd January only 2 cases and 3 deaths from cholera occurred in Hong Kong. Japan ?Shanghai Dutch East Indies and Tientsin have already findicated Hong Kong free from cholera. (b) in the case of specified ships to agree to quarantine only such individuals as are certified by this Government as having refused to submit to incculation in Hong Kong and not to subject the whole of the ship to quarantine detention by reeson of the fact only that these individuals are on board.
